Technical Assistance to Drafting Energy Market Legislation in Brčko District
The overall objective of the project is to ensure development of the electricity market compliant with the Energy Community acquis and conducive to the promotion and integration of renewable energy sources in the Brčko District of Bosnia and Herzegovina.
The project is set to draft the comprehensive Electricity Law of the Brčko District of Bosnia and Herzegovina (the Beneficiary), including a governing framework for the promotion of energy from renewable energy sources and grid integration of energy from renewable energy sources (RES).
The aim of the Law on Electricity is to align electricity legislation with the relevant EU directives, primarily in the area of electricity market liberalization.
In particular, the draft law should be harmonised with the provisions of the Law on Transmission, Regulator and Operator of the Electricity System in BiH (“Official Gazette of BiH”, No. 7/02, 13/03, 76/09 and 1/11), that the regulatory authority over electricity transmission, transmission system operations, international electricity trade and the issue of generation, distribution and supply of electricity customers in the Brčko District of Bosnia and Herzegovina is exercised by the State Electricity Regulatory Commission.
In addition, the draft Law has to be compatible with the legal arrangements defined in the draft State Law on regulator for electricity and natural gas and on transmission of electricity and electricity market, in its latest version, as published by the Ministry of Foreign Trade and Economic Relations.
